This is short on functionality.....

there's no notification to me when it happens,
it doesn't ask for a reason why they're quitting to give me some feedback,
doesn't cancel their paypal or ccbill recurring subscriptions or tell me to do it,
and should keep a basic log of user name, dates joined and quit, and email and ipaddress.

Just ZAP and they're gone.

You are right. The details need to be kept if only for the "data protection act", which is big thing here in the UK.

Feedback would also be useful as it helps to know where you've gone wrong!
